Cathleen Bucholtz is a Managing Director in True Partners Consulting’s Los Angeles office and National Unclaimed Property Practice Leader. Cathleen has over 16 years of experience in both unclaimed property and sales and use tax consulting, including the development of process improvement techniques and other consulting services, including audit defense, comprehensive diagnostic reviews, statistical sampling, training client personnel, and identification of planning opportunities to help increase clients’ net income. Additionally, she has over nine years of public accounting experience and prior to joining True Partners Consulting, held the position of Western Region Unclaimed Property Practice Leader for KPMG.
Ms. Bucholtz has represented numerous Fortune 500 clients in the defense of both unclaimed property and sales and use tax audits, resulting in tens of millions in total client savings. Prior to entering public accounting, she worked for the California State Board of Equalization, where she was a senior tax auditor and acting field audit supervisor, responsible for conducting a wide variety of field audits of major corporations in all types of industries.
Ms. Bucholtz has spoken before numerous trade and professional organizations including UPPO (Unclaimed Property Professionals Organization), APA (American Payroll Association), IPT (Institute for Professionals in Taxation), and NBI (National Business Institute). In addition, during 2003, she was the lead developer of a one-day unclaimed property seminar geared toward the education of individuals in private industry. The seminar covers such topics as History of Unclaimed Property, Compliance Best Practices, Audit Defense, and Voluntary Disclosures, and has been presented in over 10 cities across the United States with over 300 participants from a wide variety of industries, including: transportation, financial, insurance, retail, manufacturing, healthcare, etc.
Ms. Bucholtz received her Bachelor of Arts degree in Business Economics from the University of California, Santa Barbara, and is a Licensed Certified Public Accountant in the States of California and Washington. She is a member of the American Institute of Certified Public Accountants and the Unclaimed Property Professionals Organization (f/k/a UPHLC). She also serves as the Education Committee Co-Chair for the Unclaimed Property Professionals Organization.
