For 35 years, Donald Bast has helped businesses surmount state and local tax challenges. As states aggressively seek new sources of revenue, he helps clients develop strategies for staying compliant, avoiding penalties, and devoting internal resources to higher-value tax and business functions.

His specialties include transactional analysis, voluntary disclosure, reverse audits, audit defense and appeals, nexus studies, sales and use tax process improvement and automation, advanced sales and use tax planning, and compliance outsourcing.

He is adept at understanding compliance requirements, tax laws, and client systems and needs, so that returns are filed and payments are made in a timely manner. His client base includes technology, manufacturing, health care, retail, distribution, and wholesale.

Recent accomplishments include:

  • For a health-care corporation, saving  $500,000 in potential back-due liabilities, penalties and interest;
  • For a manufacturing concern, reducing audit liability by $300,000;
  • For numerous other clients, conducting successful reverse audits and reverse refund reviews.

Don speaks frequently at tax conferences and seminars, including Lorman Education Services’ sales and use tax seminar.  For many years, he served as program chairman for the Chicago Area Institute for Professionals in Taxation.

Before joining True Partners, Don operated his own Chicago- area consulting practice, focused predominantly on providing sales and use tax services to manufacturers, retailers, printers, and medical providers.

Before that, he spent 12 years in Arthur Andersen’s Chicago office, providing sales and use consulting services to multistate and multinational clients.

He worked for 16 years in the Illinois Department of Revenue’s Springfield region. He held several positions there, including auditor, audit supervisor, and assistant field audit manager.

Don enjoys playing golf, following professional sports, and participating in church activities. For many years, he served on the board of Bear Necessities, a pediatric cancer foundation

His Bachelor of Science degree in accounting is from Southern Illinois University – Edwardsville.
