Minah Hall helps companies identify, evaluate, and win negotiated tax credits and monetizable incentives when relocating or changing their operational footprints.  With over a decade of experience negotiating and implementing state and local tax credits and incentives for distribution and manufacturing facilities, data centers, back office/call center operations, retailers, and corporate headquarter relocations, Ms. Hall creates benefits for companies making extraordinary expenditures, while building long-term positive relationships with the state and local jurisdictions.

Ms. Hall works with companies ranging from Fortune 500 companies to mid-sized and start-up companies—her reputation and integrity have been instrumental in building this strong client base.  Working with a company’s unique tax and financial situation, Ms. Hall negotiates the incentives that work best for each client, be it cash grants, tax increment financing, infrastructure development, property tax abatement, sales tax exemptions, training grants/credits, sales tax revenue-sharing agreements, property tax abatements, or expedited permits.  Ms. Hall’s practice also includes site-selection and economic benefit analysis, incentive benchmarking, implementation methodology, incentive compliance, and project-specific solutions.

Ms. Hall’s record of success includes the utilization of a rarely-executed county incentive, ultimately saving an international pharmaceutical company more than $20 million in property taxes and creating more than 1,100 jobs. Other victories demonstrate her ability to find creative and beneficial solutions for her clients and their local communities; for example, she successfully negotiated an interstate exit ramp for one client, greatly reducing transportation costs from this enhanced accessibility.

As a highly regarded speaker and instructor, Ms. Hall is involved in a number of Credits and Incentives related conferences, including the Institute of Professionals in Taxation, of which she is vice-chair, as well as the Women in Economic Development Forum, the Chicago Tax Club, and the Alliance of Tenant Representatives. She serves on the executive board of the University of Illinois Real Estate Alumni Forum.

Ms. Hall actively participates in state-sponsored focus groups aiding the development of the jurisdictions’ incentives programs – specifically for Utah, Texas, Illinois, Florida, Indiana, and the joint Kansas-Missouri effort focused on Kansas City. Her involvement and relationships with public sector officials makes her a valuable asset when advising corporate clients.

Prior to joining True Partners Consulting, Ms. Hall was a manager at two Big Four public accounting firms in Chicago. Ms. Hall received her Bachelor of Arts from the University of Illinois at Urbana-Champaign and her Juris Doctor from Loyola University Chicago School of Law. She is an active member of the Illinois State Bar and the American Bar Association.
