Tom Bertino is a Managing Director at True Partners Consulting’s Los Angeles office.  He has practiced state & local consulting with various Big 4 accounting firms for over 20 years.  His practice concentrates on multistate income and franchise tax issues, such as jurisdiction to tax, tax base, apportionment of income, unitary taxation, business/non-business income, state filing options and federal and state income tax incentives.  Mr. Bertino also consults clients on minimizing state income taxes and implementing tax planning solutions. 

Additionally, Mr. Bertino consults on all aspects of state income tax, including mergers and acquisition transactions, state tax accrual reviews, and representing companies before state tax authorities and administrative boards.  He has worked with Fortune 500 and mid-size companies in such industries as manufacturing, retail, financial services, real estate, and transportation.

Prior to joining True Partners, Mr. Bertino was the state & local site leader for PricewaterhouseCoopers in Irvine, California, and prior to that, he worked in the state & local tax group for KPMG in their Los Angeles and Costa Mesa offices.

Mr. Bertino has a Bachelor of Science degree in Accounting and Finance from the University of Arizona and a Juris Doctorate degree from Loyola Law School, Los Angeles, California.  He is a member of the California State Bar.

Mr. Bertino has spoken before numerous trade and professional organizations including TEI (Tax Executives Institute), the Interstate Tax Corporation seminar, and Expansion magazine.  In addition, he co-authored the Taxation of Businesses Located in Economic Development Areas for CCH’s California Tax Analysis publication, and wrote an article on state taxation and expansion for Area Magazine.
