Minah Hall is a Senior Manager in True Partners Consulting’s Chicago office and specializes in helping clients negotiate tax credits and financial incentives throughout the United States. She has 10 years of experience negotiating and implementing state and local tax credits and incentives for distribution and manufacturing facilities, back office/call center operations, retailers, and corporate headquarter relocations.

Prior to joining True Partners Consulting, Ms. Hall was a manager at two Big Four public accounting firms in Chicago, where she gained extensive experience during her negotiations with state and local officials. She has negotiated tax incentives for Fortune 500 and mid-sized companies, including sales tax revenue sharing agreements, cash grants, training grants/credits, tax credits, and property tax abatements. She has also prepared cost burden analyses for various companies to help quantify the available opportunities and the cost/benefit of locating at specific sites.

In addition to her client responsibilities, Ms. Hall has participated in state-sponsored focus groups to aid in the development of the states’ incentives programs. Her involvement and relationships with public sector officials makes her a valuable asset when advising corporate clients. She is also an active participant of CoreNet Global.

Ms. Hall received her Bachelor of Arts degree from the University of Illinois at Urbana-Champaign and her Juris Doctor degree from Loyola University Chicago School of Law. She is an active member of the Illinois State Bar.
